Pardon Our Dust: Improvements Are Coming to City Properties

Good news! The City of Rivergrove is making improvements to several city properties this year thanks to a one-time grant of $82,000 from the U.S. Coronavirus Relief Fund.   

The city council’s goal with these improvements is to make common-sense investments in popular areas that will ensure the continued use and long-term enjoyment of these spaces for years to come.

On its April 2023 meeting, the city council approved three maintenance projects.  

  1. Restore Stark Boat Ramp.

  2. Refresh Lloyd Minor Park.  

  3. Create ADA access on the city walkway between Lorna Ln. and Dogwood Court.  

Dogwood Court/Lorna Lane Pathway ADA Access

The scope of this project was to cut away the curb and install a short, paved ADA ramp at the walkway’s edge along Dogwood Court. This project was completed in May.

Stark Boat Ramp Restoration

Scope of project

  • Survey and establish correct property lines along the ramp.

  • Remove invasive vegetation encroaching on the ramp from upstream and downstream banks along the entire length of the ramp from Dogwood Drive to water’s edge.

  • Replant banks with native, low-maintenance plants appropriate for a riparian zone and install appropriate erosion control.

  • Remove eroded dirt on the ramp and restore to original width.

  • Replace two washed-away footings at the bottom of the ramp to restore ramp to its original length and provide safer access to the river channel.  

  • Shore up erosion of the upstream bank near the water’s edge with existing boulders.

The current scope of work does not include removal of current fencing or installation of new fencing. It does not include installation of a sprinkler system or electrical wiring near the gate. The council may, in the future, consider these or other additional improvements.

Timing, status and impacts

In May, vegetation removal began. The remaining vegetation removal will continue in stages. A survey was initiated and is now in the certification stage.  The city will work with the US Army Corps of Engineers and the Department of State Lands, which govern use of and development along the Tualatin River, to complete remaining work above and below the high-water mark. Installation of new plants will ideally occur in the fall general timeframe. Removal of eroded dirt on the ramp and placement of boulders for erosion control will also be completed. Our aim is for the entire project to be completed in the fall timeframe.

At times, Stark Boat Ramp will be temporarily closed while work is performed. There could be noise and dust from motorized equipment. There will be additional vehicles from contractors parked along the roadway. As much as possible, the city will provide advance notice on its website and signage of these closures. We apologize in advance for any inconvenience or disruption this causes.  

Lloyd Minor Park Refresh 

Scope of project

  • Regrade the open field area so it’s level and install replacement turf/grass seed.

  • Fix and expand park sprinkler system.

  • Weed planting beds and install bark mulch.

  • Install landscaping along northside berm.

Timing, status and impacts

The project is scheduled to begin in late June and be completed ideally by late June. The project contractor will mow and maintain the remaining grass during the duration of the project. While the work is underway, parts of the park will be closed with temporary fencing. There could be noise and dust from motorized equipment. There will be additional vehicles from contractors parked along the park. As much as possible, the city will provide advance notice on its website and signage of these closures. We apologize in advance for any inconvenience or disruption this causes.
