Council will meet to continue their discussion about the Boat Ramp, including how to change the ordinance setting park and ramp hours and any other matters not previously covered.

Since this is a WorkSession, no decisions will be made and no citizen participation will be invited. Residents may listen to the proceedings and may express their thoughts either in writing to the City Manager (manager@cityofrivergrove.com) or in person at the net regular Council meeting ( April 11th. )

I-205 Toll Project Webinars on Preliminary Traffic Results 2/15, 2/16

The public is invited to hear the preliminary results of ODOT's ongoing traffic analysis on Feb. 15 and Feb. 16

Early results show daily traffic jams on I-205 near Oregon City would drop significantly with a proposal under study. Project staff will answer questions following a presentation.

The sessions will focus on:

  • How ODOT is studying traffic effects on I-205 and local roads

  • Early results on hours of congestion, travel time, and neighborhood health and safety

  • Strategies that could be used to address any negative impacts

Webinar questions may be submitted in advance by emailing oregontolling@odot.state.or.us with “webinar question” in the subject line. Questions will also be taken in the chat.

The webinars will take place on Zoom. You can join online or by phone. No RSVP is needed. Both webinars will have the same content.

You do not need a Zoom account to access the meeting. You may be prompted to enter your name or email address -- the information you enter may be visible to those attending the meeting.

Good News for Rivergrove--Another Large Grant!

Rivergrove has received a $100,000 Small Cities grant from ODOT, for the resurfacing of Marlin, Tualamere, and the western portion of Dogwood. This grant, perhaps the largest in Rivergrove history, was the brainchild of Councilor Susie Lahsene, who enlisted the help of Clackamas County’s Transportation Department to apply for it. Our thanks, not only to Councilor Lahsene but also to Clackamas County, who will be working with Rivergrove to pave these roads and who will contribute financially to the project.

Welcome to Our New Planner: Kirk Fatland

In August, a select committee of Planning Commission and Council members nominated Kirk Fatland to be our new City Planner. Council voted to confirm this at their August meeting. Kirk is an employee of Tenneson Engineering, headquartered in The Dalles, although he personally lives in the Portland area. He has experience as planner for many other smaller Oregon cities east of the Cascades, such as Condon and Metolius. We look forward to seeing him at his first Rivergrove meeting on October 4th.

About the Oregon Toll Program

ODOT has two toll projects underway in the Portland metro area – the I-205 Toll Project and the Regional Mobility Pricing Project – to manage traffic on I-205 and I-5 in a way that is equitable and addresses climate change while providing needed funding for critical infrastructure and safety improvements. While separate projects, they inform each other. Toll prices will be higher at peak traffic times, a concept known as “congestion pricing.” With both projects:

  • Drivers only pay for what they use.
  • Tolls help traffic move more smoothly.
  • Tolls provide a more reliable trip.
  • Toll prices will not be a surprise.

The Oregon Department of Transportation needs your input to make tolls work for our community.

A Land Use Development Planner for the City of Rivergrove, the smallest city in Metro Portland, (pop.510) contiguous to Lake Oswego. The planner would be expected to attend one Planning Commission meeting per month, occasional special meetings, if needed, prepare staff reports and NODs. The City has its own ordinances, but is in the process of transitioning into the Small Cities Model Code, if approved and adopted. The new code is written and beginning public hearings.
Our meetings at the moment are held by ZOOM but may, at some time, be held live nearby. Rivergrove has no city hall, so the planner will work at his/her/their own location.

 

LOFD Vaccination Clinics at Lakeridge Middle School

The Lake Oswego Fire Department is hosting several COVID-19 vaccine clinics at Lakeridge Middle School for students age 12 or older and their families. The clinics are for Pfizer vaccine first and second doses on: June 9, June 16, June 30, July 7, July 14, July 21. Following are instructions for how to participate in the clinic.

2.  Complete Vaccination Consent Form.

For ages 12-14 years, parents/guardian consent is required. For ages 15-17, parent/guardian consent is encouraged but under Oregon law, minors 15 years of age and older may consent to their own medical treatment including vaccinations. Please print and complete the consent form and bring it to the appointment. There will be extra forms available at the clinic.    


3.  At The Clinic.

  • Wear your mask and observe physical distancing guidelines.

  • Wear short sleeves.

  • There is no payment or insurance billing.

Message on Citizen Enforcement

MESSAGE TO ALL RIVERGROVE CITIZENS

The City Attorney notes that Citizen enforcement can be problematic. If done properly, it’s possible, but more often it does become harassment or worse. He feels that it’s best that enforcement be left to professionals. He is not certain he sees a path that would lead to City liability from citizen enforcement, if we’ve explicitly encouraged citizens not to do so. Residents were warned of such actions in 2018.

However, he notes the reality is that the City could be pulled into a lawsuit, even if there is no path to liability. Although it is likely that such a lawsuit would be covered by the City’s insurance coverage, it would still be a potential drain on city resources, which the City cannot afford.

For these reasons, the City and OSMB does not condone this sort of activity by our residents. Residents should never take enforcement issues into their own hands.

The Safe Routes Partnership and Oregon Health Authority are releasing Connecting People to Parks: A Toolkit to Increase Safe and Equitable Access to Local Parks and Green Spaces. This toolkit includes step-by-step guidance through the Safe Routes to Parks framework to increase safe and equitable access to parks and green spaces. This toolkit was developed specifically for communities in Oregon, however, people from all over the country and backgrounds can benefit!
On May 20, join a free one-hour webinar to learn more about the new toolkit and hear from community partners for ideas on implementing Safe Routes to Parks in Oregon communities. May is also Arthritis Awareness Month, and this webinar will explore different ways to align Safe Routes to Parks efforts with physical activity programs like Walk With Ease. Fire Emergency During Dry Weather

The combination of gusty east winds and clear skies will result in very low humidity across the region. Along with a prolonged stretch of dry weather, we’ll see unseasonably high fire danger for the next several days. This pattern is the result of an entrenched high-pressure system to the east of the cascades and a thermal trough to the west. Humidity is at 17% at Hillsboro Airport right now on. Winds will diminish Wednesday but humidity will remain low.  Another round of gusty east winds is expected later this week. Fire danger should remain high through the weekend.
