DRAFT CITY GOALS 2021

  1. Rivergrove Land Development and Municipal Ordinances:

    Continue work on the revision of land use ordinances, starting with the consolidation of our existing ordinances, correcting errors, and the addition of new ordinances and the comprehensive plan. Special consideration to be given to updating the flood plain ordinance to comply with current and/or proposed FEMA requirements.

    Councilor Bill Tuttle is in charge of the code revision.

  2. Transportation & Road Issues:

    Address the City’s specific design and safety plans for the roads within its city limits. Continue to work toward safer routes to and from River Grove School where appropriate.

    Councilor Susie Lahsene will be in charge of this, Councilor Barhyte may assist.

  3. Emergency Preparedness:

    Collaborate with Clackamas Department of Disaster Management to update our emergency preparedness plan. Convey the importance of Emergency Preparedness to citizens by making it a focus of the yearly City celebration.

    Mayor Walt Williams will oversee this goal with Planning Commission Chair Flores as the lead.

  4. Park Development:

    Continue to develop short-term and long-term park plans for both Lloyd Minor and Heritage City Parks.

    Councilor Dave Pierce oversees Park Development.

  5. Rivergrove Giving Program:

    Research done in the science of generosity shows that there is a positive feedback loop between happiness and giving. Happy people give more and giving increases happiness. Therefore, the focus of the giving committee will be two-fold:

    Councilor Barhyte is in charge of the Giving Program. Former Councilor Brenda Ruble may be involved.

  6. History & Archives:

    Develop an action plan to record the City of Rivergrove’s history. Interview original citizens, record testimony, archive photos.

    City Councilor Barhyte will oversee the Historic research committee.

  7. Explore Creative Visions for a Better Rivergrove:

    Create a city environment that thrives on unity and an understanding of one another through improved communication & personal interactions creating interconnected relationships which lead to a win/win.

    Councilor Barhyte will be in charge of this item. The City Manager/City Recorder and City Councilors will organize a City celebration.

  8. Public Service:

    Continue to improve information and outreach to the community and to explore ways to increase citizen involvement.

    Councilor Barhyte is in charge of public service.

  9. Tree Preservation and Enhancement:

    Work with City Planner, City Arborist, and the Mayor to educate the Planning Commission and City Council on the permits and application requirements of the new city Tree Ordinance. Help the City Manager develop application forms for the new City Tree Ordinance Permits. Plan an Arbor Day celebration.

    Councilor Dave Pierce oversees Tree Preservation and Enhancements.

Quilts for Fire Victims

Rivergrove has chosen to help those who have lost everything in the recent forest fires. We will be donating as many new quilts as we can gather to the people of Phoenix and Talent, Oregon. Quilts may be lap size up to twin bed size and will be distributed through the schools there. Completed quilts or pieced tops with batting, backing, and binding material may be left with Councilor Brenda Ruble at (503) 502-0000. Volunteers are willing to quilt and bind your quilt if needed.

City Council Special Meeting Sept. 25th

NOTICE OF SPECIAL MEETING

The Rivergrove City Council will hold a brief special meeting on Friday, September 25th at 7 PM via ZOOM.

The purpose of the meeting is to amend the previously adopted Budget Resolution so that it reflects the changes made by the Budget Committee in this year’s City Budget.

Proposed Development Code Open for Public Review

The City of Rivergrove is well underway drafting an all-new Development Code, and we need your help! After an open house, the City set up a subcommittee comprised of one City Council member, one Planning Commission Member, a member of the public, and the new City Manager.  We started with the Oregon Model Code for Small Cities. We edited that to reflect the City of RIvergrove. We then folded in the Metro requirements and key elements of the existing Code. That gave us a baseline draft to work from, internally. Together with staff, the subcommittee went through every line of the text. After going through the code two times, making revisions and edits, the subcommittee completed their review and the Code is now ready for a public review!

Please see the link to the full proposed Development Code. We would like the public to review this draft and provide any comments to Matt Straite, the Project Planner (matts@migcom.com), by October 8, 2020.  

Once the public review is completed, the new Code will go to the Planning Commission and City Council for public hearings, both of which are fully open to the public. There are no public hearing dates for the code yet, but we will keep this site updated.

Run for City Council or Serve on the Planning Commission

Would you like to run for election for City Council?

If so, please contact the City Manager immediately at manager@cityofrivergrove.com. You will be required to obtain the signatures of 20 registered voters before August 23 in order to run in the November election. Council meets the second Monday night in the month.

Would you like to serve on the Planning Commission?

This is a volunteer position with no particular experience needed, just enthusiasm and an interest in Rivergrove’s land use ordinances. If you’re interested, please contact the City Manager at manager@cityofrivergrove.com. The Commission meets the first Monday of the month in the evening.

Open House for the New Land Use Development Code

Calling all Rivergrovians!  The Open House for the New Code is available now!

We are all continuing to conform to this new reality. The City had planned an in-person open house for the new Land Use Development Code. Then COVID-19 happened. As many of you have converted to work at home, we too have converted the open house to an all-online format. By following the link below you can watch videos, read through the plans for the Code and even take a survey telling us what you think. Item of Immediate Interest

Two years ago, shortly after the adoption of Rivergrove's new Tree Ordinance, a citizen filed a complaint with the State's Land Conservation and Development Commission (LCDC) against the City or Rivergrove. The complaint covered issues of content, disputes about notice and methods of adoption. 

The City's Planner, with City Attorney review, and assistance from the then City Manager, Leanne Moll, replied with a 94-page written response, showing that the City of Rivergrove had indeed followed State and Local laws and had given citizens many opportunities to comment on the proposed ordinance in meetings or in writing.

Now, two-plus years later, this case has come before the Commission and will be heard this Friday, May 22 at 10:45 am. (If you wish to tune into the meeting, please do so during the Commission's break between 10:30 and 10:45 am.) The State LCDC has designated the meeting as a "listen-only" session. Testimony is limited to the complainant and the City. Rivergrove will be represented by Mayor Walt Williams, Councilor David Pierce, City Planner Matt Straite and City Attorney Bill Kabeiseman. The response to this complaint has been expensive for the City, costing thousands of dollars to prepare. Council is hoping for a favorable action from LCDC and that will help to avoid such issues in the future.

Status of the Boat Ramp

On Wednesday, April 22, the Rivergrove City Council met to discuss the status of the boat ramp. It was decided:

  • to open the ramp to all users, provided social distance is maintained

  • to close the ramp if social distance is not maintained

  • to provide adequate signage to this effect

The ramp re-opened on Thursday April 23, with signage in accordance with the governor's recommendation.

City Council Special Teleconference 3/16

The Rivergrove City Council will hold a special meeting via teleconference,
on Monday, March 16th at 4 PM, for the purpose of adopting
a resolution to hire a new City Manager.

Please note: With daily coronavirus developments regarding public meeting recommendations and directives, we are looking for viable alternatives to conducting city meetings. Our highest priority is to keep our councilors and citizens safe. This meeting will be a good trial run to test how a system like this works.

Canceled: Zoning and Development Code Open House

The City of Rivergrove Zoning and Development Code Open House originally scheduled for Thursday, March 5th, 7 PM at the TVF&R Station, is canceled due to meeting space concerns.  

The City will be rescheduling the meeting. You will receive notification via the Rivergrove News and email notifications in advance of the meeting.

For now, the City Planner, Matt Straite, would welcome your input regarding any issues or concerns you would like considered in the revised Zoning and Development codes. Please feel free to send him an email noting your thoughts so they can be addressed in the code revisions and discussed at the future meeting on this topic. Please send him an email at: matts@migcom.com.
