BOAT RAMP SIGNAGE PUBLIC HEARING CONTINUED 12/12/22
NOTICE
NOTICE IS HEREBY GIVEN THAT the Rivergrove City Council at or shortly after 7:00 PM on December 12, 2022, via Zoom will meet and continue the hearing to adopt an ordinance regulating the use of the Stark Community Boat Ramp. The City Council’s decision will be based on what is in the best interests of the citizens of the City of Rivergrove. The Council will take public testimony on this matter and testimony will be limited to 3 minutes per person. Or written testimony will be accepted up to 5 pm on December 11th. ORDINANCE 90-2022
AN ORDINANCE OF THE CITY OF RIVERGROVE REGULATING ACTIVITY AT THE RIVERGROVE CITY PARK AND RIVER ACCESS
WHEREAS, the City is the owner and manager of the Lloyd Minor Park (the“Park”) with access to the Tualatin River at the Stark Community Boat Ramp (the“River Access”); and
WHEREAS, the City recognizes that use of the Park and River Access can have impacts on neighbors and City resources; and
WHEREAS, the City desires to adopt regulations to control the operation and use of the River Access to protect the City’s property, the neighbors of the Park and to control access to the Tualatin River,
NOW, THEREFORE, THE CITY OF RIVERGROVE ORDAINS AS FOLLOWS:
Section 1. The City hereby adopts the regulations to control the use of the River Access as set forth in the language of the sign attached to this Ordinance as Exhibit A.
Section 2. The City directs City staff to have a sign with the language from Exhibit A created and posted at the River Access to the Tualatin River.

Please return to the ramp by closing. Gates will close on time.
Gates will remain open during operating hours.
Welcome to the Stark Community Boat Ramp! To make your visit more enjoyable and safer, please comply with the following regulations:
The ramp has limited capacity. If it is crowded, please consider using the nearby parks with river access, exit points, and restroom facilities:
Brown’s Ferry Park, or Tualatin Community Park with (Q-code showing location of other ramps)
Please be respectful of this residential area by not creating loud noises, not using portable speakers, and removing your trash and debris.
This compact ramp is best for small vessels, such as kayaks, canoes, and paddle boards. Large boats and trailers are not recommended due to the ramp size and the abrupt end-of-ramp drop-off.
Be courteous, and please have only one group at a time launching or retrieving watercraft from the ramp.
All other ramp uses, such as swimming, fishing, wading, etc. should promptly and courteously give way to launching and retrieving watercraft.
Be aware that there is no Lifeguard on duty, and there are no public restrooms.
Be aware of water temperature and velocity. Please use lifejackets.
Please adhere to the following safety regulations:
Do not park on the ramp or on yellow street curbs
Do not block traffic, mailboxes, or driveways
Tables, fires, or cooking on the ramp are not permitted
Smoking, vaping, alcohol, or fireworks are not permitted
Personal watercraft and towing a person behind a motorized boat are prohibited by State law.
